Big Antique Mexican Bronze Silver Overlay Horseshoe Form saddle buckle.  It's solid bronze with a high content silver overlay, the one smaller loop to the side is steel. I'm assuming this is Southwestern, likely Texas/Mexico. 19th century, maybe older. 4 7/8" x 4.75" and very heavy.
